National Development and Reform Commission issued the Implementation Plan of the 14th Five-Year Plan to Expand Domestic Demand: Promoting the construction of a new type of power system and encouraging green power trading

In order to fully implement the Outline of the 14th Five-Year Plan and the Outline of the Strategic Plan for Expanding Domestic Demand (2022-2035), the National Development and Reform Commission recently issued the Implementation Plan of the 14th Five-Year Plan for Expanding Domestic Demand. The document states that China will continue to improve the utilization of clean energy and build a clean energy base with multiple and complementary energy resources. We will accelerate the construction of large-scale wind power and photovoltaic power bases in deserts, Gobi and desert areas, advance the construction of hydrogen energy infrastructure in an orderly manner, and develop the application of biomass energy, geothermal energy and Marine energy in light of local conditions. We will promote the building of a new type of power system and increase the consumption and storage capacity of clean energy.

We will vigorously promote new-energy vehicles and new-energy and clean-energy ships. Encourage trading in green electricity, formulate incentive measures to encourage all types of electricity users to buy green electricity, and encourage high-load energy enterprises and industries to give priority to the use of green electricity.

Focusing on key areas such as next-generation information technology, biotechnology, new materials, new energy, high-end equipment, new-energy vehicles, green environmental protection, and Marine equipment, and core links of the industrial chain such as 5G, integrated circuits, and artificial intelligence, we will promote the development project of national strategic emerging industrial clusters, implement the special action for the development of advanced manufacturing clusters, and cultivate a number of cluster benchmarks. We will explore pilot projects to build a number of innovation and public service complexes in clusters.

We will accelerate the establishment of a nationwide integrated big data center system, and develop national hub nodes and data center clusters. We will accelerate large-scale deployment of 5G networks. We will implement demonstration and application projects for intelligent connected vehicles, and create pilot zones for the Internet of vehicles.

We will strengthen the construction of supporting facilities such as parking lots, charging piles, power changing stations, and hydrogen refueling stations.
